What qualifies you to be a Panelist?
Well, I've been creating webpages for 6 years now, ever since I joined the Internet when I was 16. I started off on the right foot, reading tutorials on html coding, before I even knew editors existed. After about a year or so, I discovered Netscape Composer and I've actually been using that for my webpages since then. I can straight-code most things in HTML, but I find that the editor speeds things up for the most part. I mostly avoid flash and fancy javascript on my sites because I find it unnecessary - it adds to the visitor's load time and often causes errors. I feel a well-designed HTML page is all it usually takes. :) But that of course is just my preference for my own sites...other sites that use fancy design are great IF they work ^_~
I also should mention that I am a computer science major (graduating this May) and I've taken HTML although I must admit I already knew most of it :] While I do have other plans for my future, if I stick with computer science, web design is what I plan to do.
Anyway, I currently have two active websites, one in-the-making (a huge online store site that's been taking me months), and one that I no longer update but is still published and receives hits. You'll see some of these submitted below. :)
I feel I have a good eye for design and what looks nice, and that I can spot good/poor coding. I am a fair person and it matters not who submitted the work, all entries will be judged properly. :) Thanks for considering me!
Pony Playpen

This is my My Little Pony website, the Pony Playpen. I wanted a unique theme to my site, so I edited backcard pictures of newborns to create newborn-versions of the popular original ponies (Applejack, Peachy, Blossom, etc). They are the hostesses of my site, and hence why it is called the Playpen. :) My site features an easy-to-navigate layout, which will take you to my Blinkie Tutorial, Customs Gallery and Tutorial, Album Pictures, Web Art, and more. It is periodically updated with a new section or new pictures (particularly on he homepage).
The Black Circle of Eric Mabius

This site was started in 1999 when I watched a movie and "discovered" an actor named Eric Mabius (Black Circle Boys, Cruel Intentions, The Crow: Salvation (The Crow 3), Resident Evil). Not one site on the Internet existed about him - so I started my own! Since then it has become huge, has led me to meet Eric Mabius in person twice, and Eric himself also contacts me fairly often via email. This site receives hundreds of hits a day and I also manage a large mailing list of visitors to the site.
This website was recently redone into the format you see now. It uses some of the only javascript I've ever used on my site, but I wanted the side panel of Eric to change with the main frame and that was the only way to do it. :) I'm quite pleased with the new look. (And so are the fans, and Eric) ^_^ This site is updated as I receive news about Eric. I'm also currently holding a month-long Resident Evil contest. Since Resident Evil was released, website traffic exploded and I had to pay to increase the bandwidth and it is STILL too little. O_O Its still worth it to be the first and biggest Eric site on the net though ^_^

Ahh yes.. this is my Ultima Online website. Ultima Online is a huge internet multiplayer role-playing game. This site was very popular for the near-year it was active, and although I haven't updated it in almost a year, it still receives several dozen hits a day. While it was active, I also started my own EZboard, designed it all myself and built it up to 500 members within a couple months :) (The forums are now run by another person after I quit updating the site)
This site is where I derived the Playpen's layout from. Its neat and efficient, and it works well on many platforms - so I saw no reason not to use it again. :) Like most of my sites, I devoted a huge amount of time to adding pictures, news reports, and information. People submitted things to me all the time and I had to edit the pictures and post them myself. Very time consuming! But I was proud of it ^_^
